How do I get an in progress 2018 turbotax file to reflect a 2017 amended filing I just completed? Do I need to start over?

Yes, you would need to clear your return and start over (or if you are using the desktop software, start a new return) and use the newly computed .tax2017 file as your transfer point when you use the "jumpstart" your return transfer feature.  You won't be able to update 2018 mid-progress with the 2017 amended return data.
