How do I get a refund? The money for filing my Oregon state taxes was taken out of my bank account but also deducted from my state refund as well, why?

I keep trying to reach out to turbo tax with no success. They took their fees from my state refund and from my bank account as well! I can show it came out of both as well but no turbo tax person helps. Who else do I contact with these people?
