How do I file prior years (2013) taxes that have NOT been filed

You cannot file a 2013 return with TurboTax.  You can get forms from the IRS to manually prepare a Federal return.  If you need a State return you can check your States website for 2013 tax forms. Or, you can check the internet for websites that prepare a 2013 return. If you are due a refund for withholding or estimated taxes, you must file your return to claim it within 3 years of the return due date.

It is too late to receive a refund for 2013.
