How do I apply for the refund advance loan?

I do not see an option to apply before signing and filing but I didn't want to make the mistake of filing without being sure first...

I was approved for the refund advance. I got an email stating I would get advance when refund was approved: I’ve been waiting since the 5th and have gotten nothing:
