By "access" did you mean you want to go back to the state interview to review and complete the filing process? Or did you mean you want to view/download/print the actual state return? The answer below is for getting back to the state interview.
If TurboTax thinks you were finished, you have to "trick" it to open up the return interview. To do that, go to the Tax Home and look for a link Add a State. That doesn't really add one, but will open the return interview back up.
If you already filed the Federal return, and it's been accepted, don't make changes on the Federal return. If you ever need to amend the Federal return, it has to start off exactly like originally filed.
