Has it already been efiled and accepted, and you want a copy for your records? Or are you wanting to preview it prior to filing?
What does "unable to view" mean? We have no idea what you have tried and where. Are you having a printing/viewing problem when you try to use the "Download/print" button at the Tax Home after having already efiled the return?
I have completed and e-filed my 2019 return but can not download the 1040 for my records. I select “ Download” but do not receive a file.

Try this -
To access your current or prior year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2019 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. Choose the option Include government and TurboTax worksheets
I just efiled the 2019 tax return, Fed and State. I see the button for Download/Print PDF. Nothing happens when I click on the button.
Please try clearing your cookies in your browser and then log back into your TurboTax software. Many times this will help clear the issue.

Once you have done the above, go ahead and log back into TurboTax. See the link below for instructions to help you view your return after filing.

It's not uncommon to have problems with that Download/print button method, and it can also take a PDF a while to update at the Tax Home page.
Has your recently-efiled return been accepted? If not yet accepted, it's best to wait until it is, then your return PDF should also have the electronic postmark in it. But the following may explain your current issue:
After one has efiled and been accepted, it can sometimes take a return PDF a while to update and become available at the Tax Home. If you can't use the Download/print button at the Tax Home, you can try scrolling down to "Your Tax Returns & Documents", expand that section and choosing to download/print the PDF. Or if you're getting incomplete documents when you use either of those methods, here's an alternate way to print by opening the filed return back up to print at the Print Center, where you can even get the extra pages such as worksheets, summary pages, etc.
NOTE: When you open your return back up, do not make any changes in it if it's already been filed. If you later have to amend the return, it has to start off exactly as it was when it was originally filed.
NOTE: Remember all PDF tax documents and tax data files are very sensitive files, since they contain your personal ID info, financial data, and possibly bank account numbers, etc. Be sure to store them safely and securely to guard against computer theft, hacking, etc.
