How can you apply for the refund advance an is it too late to apply once you have filed. It never gave me an option to see if I could access it

While completing your taxes with TurboTax, you may have the opportunity to apply for Refund Advance. You cannot apply for Refund Advance after you file your taxes. For more information please click the link below.

When I files electronically there was no option for refund advance. I'm getting $9684. Why no option?
