How can I tell if the state is accidentally e-filed so I don't double file by sending in paper?

I wanted to paper file on this taxpayer, but I think I accidentally used my one free state e-file.  How do I verify if I did or not?  The Turbo Tax cover sheet when printed for review said mail in instructions.  Now that I e-filed federal, the state cover sheet says electronic instructions for this taxpayer.  How do I verify whether his state form was e-filed to avoid double filing?

It appears from your post that you're using TurboTax Deluxe Desktop (CD/Download) platform.

If that's the case, you'd have been required to pay (currently $24.99) to e-file a state return.  The Deluxe Desktop program contains one free state tax preparation program, but there is a charge for e-filing a state return.

So unless you made payment for a state e-file, you'll need to mail this (and any) state tax return.  Federal e-filing is free of charge.  You are allowed to e-file up to 5 federal tax returns.
