I don't think TurboTax will refund your money
because you are upset with IRS processing chaos, or,
because you made an error and had to file an amendment.
This is mainly a user community forum. I'm a fellow user--not a tax person--but you might get a comment from someone familiar with you being a military filer stationed in Virginia, but whose home state is California.

If your only income was the military pay and you are a CA resident living in VA then you don't need to pay taxes to VA at all. Depending on what VA is asserting will determine how you respond. If you used one of the LIVE options you should be able to get help from them otherwise :
