If your 2017 Federal return has already been efiled, you will have to wait until the Federal return has been accepted before you can efile the State return. The IRS will not start processing returns until January 29, so soon after that date you should hear if your Federal return is accepted or rejected. (A few returns will be pulled by the IRS before then for testing purposes so some people may get an early acceptance/rejection notice.) Until then the account will be frozen and you cannot do anything.
If the return gets accepted for processing by the IRS then you will be able to log in , complete the state tab again and then complete the file tab to submit the state return.
If the return gets rejected then you will need to fix the error and then complete the state & file tabs.
