How can I file just Federal Taxes after I already paid for my Federal and State Taxes since State doesn't know when their forms will be ready?

You can "skip state" and file federal alone.  See the instructions I'm including in the TurboTax FAQ linked below.  Just know that you won't be able to file your state return until the federal return has been "accepted" by the IRS.
