How can I check status of tax returns overall with IRS (both federal and state/city)? I received a CP2000 for Federal and unsure if this affects State/City returns too.

I live abroad now and difficult to use IRS services to login (they require US number ect) and I want to get an overview of any unresolved/owed tax payments that I might have missed
