there is no time limit for the IRS/state to come after you if you owe taxes. hopefully your situation will improve in the future and that's when the tax authorities can come knocking.
you do have the option of amending the 1040 to report the 1099C's and include form 982 to report insolvency so that most or all of the canceled debt won't be taxable.

It’d be best to not have this hanging over your head; if possible, you really need to make some effort to address this so you won’t owe interest and penalties once the IRS catches up to you.
You might consider filing an Installment Agreement with the IRS.
