In 2017 I got a demand from IRS to $701 (including interest) for unpaid taxes for the year 2015. I paid that amount to the IRS in December 2017. Can this amount with/or without interest be entered into my 2017 tax return?

A federal tax payment for a prior year will not be factored into your 2017 Federal return. There are some states where you are given a deduction for federal taxes paid, but they are generally the minority of states. TurboTax would ask for this information during your state interview process. You would see a screen or line item that asks about any federal payments made for prior years (just the tax - not interest/penalties).
