I am using the online edition and there is an amount on line 28 but it is no showing that amount in the refund amount at the top of page.
It is a good idea to first clear your cache and cookies - which means removing all of the temporary programs that can gum up your web browser. If that doesn't work, try using a different web browser.
If that doesn't work I would recommend using the "Live Expert" help in the right upper corner to see if having someone walk you through helps.

How do you know it's not in the refund amount at the top? If it's on line 28 it was already included. It was added before you noticed. Line 28 either adds to your refund or reduces a tax due. The refund at the top should be the same as line 34. Is it?
Turbo Tax started out giving you the full amount. Then you enter what you already received so it subtracts it. Check 1040 lines 19 and 28 and schedule 8812.
