Hi. Last year I did my taxes with turbotax. I have a tax question.

Hi. I did not have domestic health insurance in 2016. I was out of the country for 7 months straight, and only in the country for 5 months. I had travel health insurance, but it does not disqualify me from the tax fine under Obamacare. 

Does traveling outside of the country for 7 months mean that I won't have to pay the fine for those 7 months, i.e., pro-rated fine only?

Being out of the country for 7 months does not exempt you from the penalty for not having health insurance that meets the requirements of the Affordable Care Act. You will have to pay the penalty for the full year.

(There is an exemption for someone who was physically present in a foreign country for at least 330 days in a 12-month period. From what you have said, you do not appear to qualify for that exemption. Seven months is less than 330 days.)
