Hi, I need to amend my 2018 tax return. I have the 2019 software and it wont allow me to open the downloaded 2018 .tax file or the PDF. Can you please help me?

You cannot open or amend a 2018 return using 2019 software.  You need to use 2018 software.  When you prepared the 2018 return--did you prepare it online or did you use desktop software?  Windows or Mac?

I prepared it online, but did not submit it. How do I get the 2018 software? Do I need to pay for it?

Wait----you did not ever file your 2018 return---ever?  Then do not click on anything that says "amend."  You only use that for a return that has been fully processed.  If you did not file it in the first place, you are not amending it.  You are just completing it to file as an original tax return.

  Please explain clearly what you did with your 2018 return before we try to help and give you the wrong instructions.
