Thousands of people have received their 2020 federal tax refunds using TurboTax.

The 21 days is only a Target set by the IRS, it is NOT a guarantee

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

Also keep in mind that the past year has been extraordinary.  The IRS was shut down tight for several months due to COVID, and is still catching up on millions of 2019 tax return filings.  Add the fact that there were major last minute 2020 tax law changes; plus an influx of new returns being filed by folks who don't normally do so, so that they could get stimulus payments. And Congress is still considering other retroactive 2020 changes.

Going forward, you can change your withholding so that you do not have to wait for a refund at tax time.  Why give the government an interest-free loan all year anyway?
