If the IRS sent you a letter requesting more information on the 1095-A and form 8962, then you should fax it off to the number they provided. If they didn't you should mail it.
If you didn't receive your refund, you should contact the IRS and see what is going on. The IRS does not share refund information with Turbo Tax after the return has been submitted due to security reasons.
