Form 1040-V Payment Voucher for a second federal amendment seems incorrect.

I have e-filed a federal return 3 times. I paid the tax liability the first time via direct debit. I've yet to pay the net increase from my first amendment. The second amendment reduced the tax liability a little but the payment voucher does not take into account my first direct debit payment.

Without being able to see your screen, you probably need to input what you already paid. You may have done this with your first amendment and may need to do it again for the second.

Where does TurboTax actually ask that? They automatically discovered what I had paid for the first filing and I did not need to fill anything out for the first amendment.

Your Form 1040-X No.2 shows the amount you owe.

Any voucher you include should match that amount.

It would be good to pay the amount you owe from 1040-X No.1 also

I see. If I pay 1040x no.1 voucher, will my refund be processed after? 1040x no 2 voucher does not include the amount I paid from 1040.

1040 - pay $X -> I paid $X via TurboTax

1040x.1 - pay $X+Y (voucher only says pay $Y) -> I have not paid $Y yet

1040x.2 - refund $Z (voucher says pay $X+Y) -> I have not paid $Y yet
