Forgot to file state taxes for 2016, can I do that now? If so how?

If you completed the state return and you have a copy printed then you can mail it now. 

If you didn't complete the state return yet you will need to download the 2016 program and the federal .tax2016 file  to complete the state return that still must be mailed.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS received the return.
