Let's start at the beginning. We can give you better instructions than the TurboTax steps.
Was your 2017 return prepared with Online TurboTax? If so, log in to your account and look in the section "Your Tax Returns & Documents." Choose tax year 2017, and look for a link to download/print the PDF. When you try to download, does it ask you to pay? If it was prepared in Free Edition last year, access will be locked. If that's your situation, we can tell you how to pay to unlock the 2017 return. The method to unlock it depends on what all you have done with your 2018 return. Normally one will need to upgrade a 2018 Free Edition return to PLUS and pay 19.99 by credit/debit card. We can list the steps to use.
If all you need is the 2017 AGI, there should be a free link in that same 2017 section called "View adjusted gross income (AGI.)"
If you find no evidence at all of your 2017 online return in that account, we can tell you how to look for multiple accounts.
A return prepared in desktop software (CD/download) will not be in an online account.
To unlock a prior online return, please answer the following about your 2018 return so we can provide steps for your situation:

There's also a free option if a 2017 return transcript will suit your purpose. You may be able to immediately download a transcript at the IRS website if you qualify to open an IRS account there. Otherwise, to order a transcript from the IRS to come by postal mail takes 5-10 calendar days.

Now whenever I click Upgrade, it tells me I already have the PLUS Edition, but I haven't paid for it yet.
Something doesn't gel. If your 2017 return was prepared in Deluxe Edition, free access to it doesn't expire until October 31, 2019.
If your 2017 is locked, and it's asking you to pay, and if your 2018 return is now in PLUS, we can tell you how to pay the 19.99 by credit/debit card by going to the Print Center (we can tell you all the steps.) Whatever you do, do NOT upgrade beyond PLUS, or you'll have trouble.
But if you really used Deluxe in 2017, you should have free access to your 2017 return through October 2019. Are you sure you used Deluxe last year? If so, you'll need to phone TurboTax Support to see why the return is locked.
Or could you have prepared and filed your 2017 Deluxe return in another account? We can tell you how to look for multiple accounts. It's possible the 2017 return in your current account is not the finished return you filed.
You also wrote: "every time I click Print or View Prior Year Return and never asks me to pay to upgrade. and "brings me back to homepage."
That's the main reason you are unable to pay. You are choosing the wrong option.
After upgrading to PLUS, and when paying at the Print Center, you do NOT choose to view/print prior year. You are paying for the current year to unlock the prior-year return. So to get the payment screens you have to say you want to print this year's 2018 return. Then it will ask you to pay. You do NOT have to actually print the 2018 return, but you do have to say "view/print this year's return" in order to get the payment screens. I know it sounds bizarre, but you are paying for the current return (by trying to print after upgrading) which will unlock the prior returns as a side effect.
Before doing that, however, you should figure out why a 2017 Deluxe return is locked in the first place. You should still have free access to it. We can tell you how to phone Customer Support if necessary.
