Used TT last yr to do the same but forgot it does both Federal and State and I had already started with State, filing it for free on PAgov.org site. Can I file only Federal on Turbo Tax? If not are there repercussions for filing State twice (she doesn't owe, nor will she get a state refund)?

You are not required to prepare or file a state return when you use TurboTax. And....if you already e-filed a state return, then any further attempts to e-file another state return for the same state will be rejected.
