Filed through TurboTax and got a refund for state, now I am receiving an overdue remittance for an Ohio School District Tax. Why was this not taken out of refund?

You can take care of your school district tax when you prepare the OH state tax return but it takes some extra steps---which apparently you did not take.   And you cannot get the payment taken out of your refund.  You have to pay it yourself.  Your only proof that you paid would be your own bank/credit card record.

 

At this point you should just take care of it by paying the school district what you owe.

TurboTax (TT) does not automatically prepare a School District return, you must initiate it. 

 At the screen, in the Ohio program, titled  "A few things before we wrap up your state taxes"
      scroll down to School District taxes. 

 

The Ohio School District (SD) is usually e-filed with the state return, but there are exceptions. Read the 'filing instructions" that TurboTax prepares, They will tell you if the SD100 was e-filed or if you have to mail it.
