Filed on February 12 received on the 12th of February and have not yet received my state refund why

Make sure you are using the refund amount from your actual state tax return and not the combined amount Turbo Tax showed you at the end.  That was for federal and state combined.

Or does your account say Printed or Ready to Mail or started for state when you log In?

Your federal refund comes from the IRS treasury department while your state refund will come from your state treasury department. They generally come at separate times.

You can use your State Department of Revenue's website to check the status of your state tax refund. Processing times vary from state to state and it's not uncommon to receive your federal refund before state; or vice versa.
