Are you able to see why my federal refund was taken this year ?

If the IRS took your refund they will be able to tell you the reason.

TurboTax does not get any information whatsoever from the IRS after you file your tax return.  No one at TurboTax is even aware that your refund was offset, nor would anyone at TT know the reason why.  If the IRS seized your refund, you will receive a letter of explanation from the IRS.
