Federal return that matches this state return could not be found. The IRS requires that all linked state returns be filed after or in conjunction with the Federal return.

Both federal and state are in turbo but it keeps telling my that I can not file. my federal shows pending.

Different states have different rules. You have already filed your federal return but not the state. Some states will only file after the federal is accepted. When you file them together, the IRS pushes it off to the state. Please read the rules here.  You should be able to file once the federal is accepted.

This can be normal for a pending return. Pending actually means the IRS has you return and will process it as soon as possible.
