E filed 2019 taxes thru turbo tax got selected for review now turbo tax says hit a snag e-filing last year's taxes

Ok  ...  2019 tax returns cannot be efiled until sometime in January 2020 so you could not have efiled any 2019 tax return. 

So did you fail to efile the 2018 return ?   Are you trying to do so now using the 2018 downloaded program ?
