Does "We don't have enough information to calculate your refund yet" explain why there is no refund after the tax return is complete?

Is the reason why I do not get a refund because I have negative net income?

It could be. If you have negative net income and no withholding or refundable tax credits, there is nothing for the IRS to send you.
