Does it take longer to get your refund when you owe the irs some money and they deduct from ur refund. Example owe 50$ getting 1000$ back? I know they deduct theirs

If you owed them 50$ and made 1000$ they take their 50$, does it take longer than 21 days to get ur remaining amount back?
