Do I need to file an amended return for a small amount, such as a $16 loss that was corrected to zero ?

My tax liability would only increase by less than $1.00.

Officially, yes I would. However, the IRS will most likely not even bill you for an amount less than $1.00, they round numbers to the closest dollar.
