No. The advance child tax credit are not taxable income and would not be added to a 2021 state or local tax refund.
You will be asked in the TurboTax program to report the amount of advance child tax credit received in 2021 so that amount can be reconciled with the total child tax credit you are eligible to receive on the 2021 tax return.
Information flows from your federal return to your state return. You do not add anything about your child tax credit payments to your state return. The child tax credit has nothing to do with your state tax return.
