The revised 1098T did not have the corrected box checked. The university said it was not supposed to be checked because the revision was their error on all students and not due to an individual error. Box 1, 5 and 7 were different on the revised 1098T but did not change the bottom line for refund or amount due. Do I have to file an amended return?

If you are 100% certain there will be no change to the bottom line on your tax liability for 2018, you can skip the amend process.
There is a chance you will get an IRS notice (slim chance). If you do, you will simply reply to the IRS that you opted not to amend your 2018 tax return based on corrected 1098-T because it did not affect your tax liability for the year.
