Q. Do I get a refund for my local income taxes?
A. Simple answer: No. The reason they withheld the local tax is because you were subject to it.
That said, it depends on the details. Not all local taxes are the same. Generally, it works like this: you are subject to local income tax if you work in a city or county with an income tax. Your employer withholds the exact amount and you do not have to file a city income tax form. But you can not get a refund unless your employer made a mistake.

TurboTax does not support many local income tax returns, so you may have to file a local return by hand or through your local tax administrator’s online website.
Local returns that TurboTax supports will be in the state section. TurboTax does many Ohio and Michigan city returns.
As Tax Champ @Hal_Al says, in most cases, you will not get a refund for local tax because it is a flat tax. Your employer will withhold the exact amount of tax due.
A few local taxes allow you to deduct work expenses. You may also get a refund for days you worked from home or in a different taxing district or if your employer made a mistake and withheld the wrong taxing location.
A few local taxes require you to file an earned income tax return even if you owe no money.
