Do I enter federal tax return refunds received in the same section as the refunds received for state/local tax returns as a combined number?

This is in the federal income section but I do not see a place to enter federal tax return refund received, only state.

No you do not enter your federal refund anywhere.

Your state refund is sometimes taxable on your federal tax return when you itemized your deductions in the prior year. That is why TurboTax is asking you about your refund, but that does not apply to your federal refund, so as @GeorgeDenseff said, don't enter your federal refund in the section you are in.
