Turbo Tax process wants me to determine how much of our joint tax was mine for 2016. I don't understand from instructions how to figure this to determine if I am able to get an exception on tax penalty. I used Turbo Tax in 2016 but how do I use it to determine the tax each of us owed. We just split it in two and paid that way.

You can create mock returns in the 2016 Desktop/CD version of TurboTax. You can also check the box in TurboTax to have the IRS determine your penalty for 2017.
If you have the 2016 Desktop/CD edition of TurboTax, you can go into the program and SAVE it, name the file so you know it is the file you sent to the tax authorities in 2016. Then close it and go in and do a save AS and prepare the 2016 returns as married filing separately to determine your portion of the tax. You can not do this in the online version.
