The following TurboTax help article will give you more details, but the state of Colorado is not yet accepting tax returns for processing. They have been delayed. Your return will be transmitted as soon as the state is ready to accepts returns.
When will I be able to file my Colorado state return?
Apparently (form another person posting) , CO just started processing on 11 Feb......and they have a ton of forms backed up & waiting.
So give-em a week to catch up. Though, perhaps it was only test pull of files and not fully started yet..
They still haven't even started processing e-files, completely unacceptable as its already Feb 13th...
I submitted mine, right away it said I had a problem with my PIN, so I fixed that and resubmitted Federal and Colorado State. Federal took it instantly, but now CO says pending and has for 5 days. Is there something I need to do to Colorado to pick it up again?

That is expected with Colorado this year. Please see this TurboTax FAQ regarding the delays in CO. They just started accepting returns, so you should see a change soon; they are sure to have a backlog. @Sjparker
Mine too I filed weeks ago and still pending had I been late to file my taxes I'd be penalized but it's okay for them to just accept returns halfway through the tax season....
I don’t believe this is correct, CO have not as of today started accepting state tax returns according new news articles which source dept of revenue.
I just checked the Colorado Department of Revenue site and they are not accepting returns, yet. This same scenario happened last year. This is a Colorado State issue, NOT a Turbo Tax issue. According to the web, since voters decided to get a 1% tax break with state, its taking them longer to do the math. Bunch of geniuses in Colorado.
This is for last year not this year.
