i do not see option in turbo to amend and do not see previous tax  documents

what are you amending? many changes that flow to Illinois come from amending the federal input.  the way to start is after opening to click the amend link.  then after you go through a few questions/pages you'll come to a page that's says I need to amend for a different reason. at the bottom is a link to the Illinois return.   remember anything that flowed from the federal must be changed in the federal. only Items originally entered through the state return are changed through that return.
