Can we deposit this check? We received an IRS refund check made out to my husband but it has my father in laws name with the letters DECD next to it. We filled a 1310.

Ask the bank or financial institution, but if the check is made payable to your husband, you should be able to deposit the check.

First the check was made out to a living person since you requested it on the form 1310. Next the reason for the check is always in the memo section ... in this case this was for the decedent's final return.  Nothing more complicated than that.
