Can they offset my new york state tax refund?
Can they/ how will I know if they offset my New York state tax refund for defaulted student loans. They already took my federal and I just want to know if they'll take my state as well.

It's possible. A number of states have laws authorizing state guaranty agencies to take state income tax refunds as well. You should be able to identify if your loan is with a guaranty agency by visiting the student loan data system. New York does have several guaranty agencies.
