Can not add a new dependent to my return this year

I have a new dependent this year and there is no way to add him. The help says to click the + add dependent link but it does not exist.

Click on My Info on the left side of the online program screen. Click on Add a dependent

The add a dependent link does not appear on any screen on the left side of the online program screen. I have tried two browsers.

I also deleted all My info content and started over with no effect.

Any ideas?
