Yes, you can, but you would have to enter all of your federal tax information, because our state tax products are designed to accept input data from our federal products. Once complete, the state can be e-filed without filing the federal return.

Yes. So you would be better off going on the state's website to find the form and prepare it yourself.  Have a copy of your federal return handy.
