Sorry--no. You cannot claim them as a dependent since they do not live with you and are not related to you.
In order to be claimed as a dependent there are several tests one must pass. You must provide at least 51% of the personal support for the individual, etc. One of the tests is that they must be a citizen or resident of the United States. I'm afraid a Tanzanian does not qualify.
If you provide support for this orphan through on e of the many organizations that help facilitate that then you may be able to claim a charitable deduction for the money you use. Check with the organization that you send money to.
