Can I still amend a 2017 return?

A not so great debt settlement company sent year end notices to the IRS but not to us! We read that about 2 million people last year got blindsided with letters from the IRS for taxes owing plus penalties for cancelled debt not reported as income.  Im told we were supposed to have sent in a Form 982. This was for our 2017 return.  Can this even be amended at this point?  Unfortunately the IRS started us on a repayment monthly plan of $105 for a $7000 amount this past year.  If we can amend, will this stop this payment plan? Is it too late? Can we even do this ourselves?  Some have suggested a lawyer has to do it. We're kinda lost??

You can amend a return up to 10 years but only qualify for refunds with 3 years of the original tax deadline. Which means, a refund from 2017, expired last month.

You may be able to get a taxpayer advocate to step in and change that. The TAS was created to help individuals deal with the IRS. See Taxpayer Advocate | Internal Revenue Service

You can contact a taxpayer advocate at Taxpayer Advocate Locator.
