Can I still amend 2014 tax?

I have a NOL due to Hurricane Harvey in 2017 and I filed form 1045 with IRS in Sept 2018. The forms came back in March 2019 and IRS said I "must carryback 3 years". "Carryback 3 years" means I need amend my 2014 tax, but google says I can amend tax up to 3 years. Can I amend 2014 tax in 2019? If not what should I do? It's too late for me to change to carry forward. Thanks.

Yes, you can still amend 2014 to include a NOL.

Although the 'usual' rule is that you can only amend to get a refund for three years, there are exceptions, including amending for a NOL.

Its a bit puzzling why the IRS told you to amend rather than accept the 1045, but at any rate, yes, you can amend 2014 to claim the NOL.
