My wife and I collect Social Security Disability and had no tax due.

Yes, you can prepare your current year tax return without filing a prior year return. 

If your only source of income was from social security disability, make sure you have a filing requirement first.

To enter Form 1099R:

1. Sign In or Open TurboTax.

2. Select "Take me to my return"

3. Select the "Search" or "Help" icon.

4. Type "1099-R" and select "Jump to 1099-R" to continue through the 1099-R interview.
