Click on File on the left side of the online program screen and follow the prompts.
Once the federal tax return has been e-filed and Accepted by the IRS you can the e-file the state return when you are ready to file.
Do be aware that the IRS will not begin to accept federal returns until January 23, except for a few that might be accepted early. If you are getting earned income credit or the additional child tax credit, the PATH act means you will not get your refund before the end of February at the earliest.
If you file your federal early you will have to wait until the IRS has accepted it before you will be able to e-file the state. The state cannot accept your return until the IRS has accepted your federal return.

Here are two ways to skip your state in TurboTax Online:
Method 1 doesn't require up-front payment for your state, but you'll have to re-enter your state information later. Method 2 saves the work you did on your state return, but requires up-front payment.
