Can I receive tax credits if have no taxable gross income? I receive VA, CRSC, and SSDI.

Since you have no taxable income to report on your return there is no need to file a return.  To be eligible for tax credits such as EIC or the Child Tax Credit you must have some taxable earned income.

The money you hear about people getting for just filing a tax return claiming kids requires you to  have some earned income (wages or self employment). Without earned income, you are not eligible for the "refundable" Earned Income Credit or Additional Child Tax Credit.
