Many states require you to file electronically although I have mailed to states that make that requirement and never had any issue. While the fee is for the software, not the filing. You can ALWAYS do your state return and file it by mail. There are also many free sites to do your returns depending on complexity of your return. Another route is to file by using forms you get free from local libraries and online.

I can't see your return so I am not sure what state you are asking about nor your income and sources of income to decide if there is an ability to file for free.
Note Turbotax FREE is not the same as one you are using. If you have a simple Form 1040 return only (no forms or schedules except as needed to claim the Earned Income Tax Credit, Child Tax Credit, student loan interest, and Schedule 1-A), you can file for free yourself with TurboTax Free Edition, or you can file with TurboTax Expert Assist Basic at the listed price.
