Can I go back and add my state with my federal refund to be pay at the time I summit my returns?

Not sure what you are wanting to do, but if you are referring to a Refund Advance, that option is no longer available.  You needed to file by Feb 15th.  If you are asking about paying your State TurboTax fees, you cannot pay for them out of your Federal refund if you have already filed your Federal return & it has been accepted.

Federal & State refunds come from separate agencies.  State refunds differ from Federal refunds, so they won't be received at the same time.
